The President of the United States of America takes pleasure in presenting the Navy Cross to Chief Boatswain’s Mate Charles L. Moro, United States Navy, for distinguished service in the line of his profession as Commander of the Armed Guard of the S.S. Tidewater, and in an encounter with an enemy submarine on 17 March 1918, at night. The submarine was sighted close aboard, and an unsuccessful attempt to ram it was made. Three shots were fired as the submarine submerged. The second shot was reported as a hit.
