The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Major General Clifford Harcourt Rees, Sr., United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States, culminating as Commander, Air Photographic and Charting Service (MATS), Orlando Air Force Base, Florida, from 12 March 1958 to 31 July 1962. The singularly distinctive accomplishments of General Rees culminate a long and distinguished career in the service of his country and his dedicated contributions reflect the highest credit upon himself and the United States Air Force.
