The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel William M. Delaney, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 21 July 1952 to 21 June 1954. (This award supersedes the prior award of the Legion of Merit for exceptionally meritorious conduct from 21 July 1952 to 24 April 1953 as announced in General Orders No. 122, Headquarters, United States Army Air Forces, Far East, 27 April 1953.)
