The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel (Air Corps) Watts S. Humphrey, United States Army Air Forces, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Chief of the Intelligence Section of the Combined Operational Planning Committee from 5 July 1943 to 5 November 1943. Lieutenant Colonel Humphrey initiated and pursued studies to improve methods for estimating enemy fighter aircraft reaction to be expected on missions being planned for the combined United States – British bomber offensive against Germany. He perfected a system for the rapid assembly of valuable current intelligence relating to enemy tactics, techniques, and order of battle and formulated a sound procedure for estimating enemy capabilities based on this information. Lieutenant Colonel Humphrey’s accomplishment has contributed materially to the success of the combined bombing offensive in this theater.
