The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Major Carl F. A. Holmquist, United States Air Force, for extraordinary achievement while participating in aerial flight as a B-52 combat aircrew member assigned to the 4133d Bombardment Wing (Provisional), Anderson Air Force Base, Guam, on 3 July 1968. On that date, Major Holmquist flew as Radar Navigator on a highly critical mission over Vietnam. With minimal time allowed, Major Holmquist through his knowledgeable and aggressive actions was able to repair malfunctioning equipment and completed the briefed synchronous bomb run on the briefed high priority target. The professional competence, aerial skill, and devotion to duty displayed by Major Holmquist reflect great credit upon himself and the United States Air Force.

Holmquist, United States Air Force, for meritorious service as Senior Bomber Operations Officer, Current Operations Division, Tactical Air Control Center, Headquarters SEVENTH Air Force, Republic of Vietnam, while engaged in ground operations against an opposing armed force from 27 August 1969 to 21 May 1970. During this period, Major Holmquist exercised dynamic leadership and superior judgment, displayed vast knowledge of air operations, and demonstrated the highest degree of professionalism in contributing significantly to the effectiveness of SEVENTH Air Force combat operations. The exemplary leadership, personal endeavor, and devotion to duty displayed by Major Holmquist in this responsible position reflect great credit upon himself and the United States Air Force.
