The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Corporal Willard W. Wilkins (ASN: RA-019816455), United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of the 52d Military Police Company, Fort Sam Houston, Texas, on 1 June 1967, for his effort in apprehending an armed and dangerous subject. In a widely publicized incident at San Antonio, Texas, he pursued an armed and emotionally unstable subject without any assurance of assistance. Patience, bravery, and alertness were the key factors as Corporal Wilkins repeatedly exposed himself to fire from a high-powered rifle. The tragedy that could have resulted in this situation is beyond estimate. Wounded and without communication, Corporal Wilkins effectively brought his subject under control without regard for his own life. In this case, heroism, personal hazard, and voluntary risk of life are all primary factors. His courage and fortitude are in keeping with the highest traditions of the military service and reflect great credit upon the Military Police Corps and the United States Army.
