The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Major (Field Artillery) Charles Sisk (ASN: 0-2097263), United States Army, for heroism at the risk of life not involving conflict with an armed enemy, endangering his own life in a valiant and successful effort to save the lives of three small boys. On the afternoon of 26 June 1967, a sudden and violent thunderstorm erupted on Eleven Mile Reservoir, Park County, Colorado, overturning a small boat with five occupants about one-third mile from shore. With full knowledge of the risk to his own life and with the assistance of a sergeant from Fort Carson, Major Sisk unhesitatingly launched a small boat, similar to the capsized one, into the height of the storm, braving winds in excess of fifty mph, six-foot waves, and blinding rain. On reaching the accident scene, Major Sisk plucked the two smallest boys, who were both unconscious, from the water. While the sergeant maneuvered the boat toward help on shore, Major Sisk, despite the extremely adverse conditions within the boat, commenced the revival of both boys with mouth-to-mouth resuscitation. Upon returning to shore and placing the two boys in the hands of others, Major Sisk and the sergeant again disregarded personal safety, returned through the unabated storm to the floundering boat to rescue a third boy, who was still clinging to the capsized boat. Still undaunted, a third trip was immediately launched in a determined, but futile, one-hour effort to rescue the father of the two smallest boys. Major Sisk’s calm appraisal of the needs of the moment, his prompt and selfless actions in the face of the hesitation and panic of others, unquestionably saved the lives of the three small boys. His distinguished demonstration of courage, quick thinking, instant action, and concern for another’s life, regardless of his own personal danger, reflect the highest credit upon himself, the United States Army Air Defense Command, and the United States Army.
