The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private First Class Joe D. Perry (ASN: US-54386204), United States Army, for heroism at the risk of life not involving conflict with an armed enemy by the heroic act of saving a man’s life on 16 January 1967, in Liverpool, England, while attacked for duty with the General Supply (Provisional) Company, 95th Supply and Service Battalion. Private First Class Perry, without regard for his own safety, descended a twenty foot ladder on a pier to rescue a man who had fallen into the water between the pier and a ship. After two attempts, the man was pulled out of the water on to the deck. Private First Class Perry, while in the water, was in constant danger as there was only 18 inches between the ship and the concrete pier where a sudden wind or wave would have pushed the ship against the pier and crushed anyone between them. Private First Class Perry’s heroic act reflects the highest credit upon himself and the United States Army.
