The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fifth Class Cecil R. Garrett (ASN: RA-28675553), United States Army, for heroism at the risk of life not involving conflict with an armed enemy on 6 March 1967, while operating a bulldozer in the vicinity of Hoyle Bridge, Fort Sill, Oklahoma. While doing this, he observed a disturbance between a prisoner detail and the guards. During the disturbance a prisoner gained control of a guard’s loaded weapon in an effort to escape. Specialist Garret, in disregard to his own safety, dismounted from his machine, approached the armed prisoner, took the weapon, therefore preventing possible injury to the guard personnel and again, gaining control of the prisoners. (This award supersedes award of the Army Commendation Medal for Meritorious achievement on 6 March 1967 as announced in General Orders Number 131, Headquarters, U.S. A. Artillery and Missile Center, Ft. Sill, Oklahoma, dated 14 June 1967.
