The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel (Signal Corps) Willis E. Stephens (ASN: 0-1634367), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from August 1964 to August 1967. (This award supersedes the Army Commendation Medal awarded by the Chief of Information, Department of the Army, UP paragraph 7, AR 672-5-1, to Sergeant Major Sullivan for meritorious services during the period August 1964 to August 1967.)
