The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Major Jaris A. Hines, United States Air Force, for extraordinary achievement while participating in aerial flight as a C-130B Navigator at Duong Dong Air Base, Republic of Vietnam, on 28 July 1971. On that date Major Hines flew an emergency air evacuation mission into this forward operating base to pick up critically wounded patients. Because of the seriousness of the patient’s condition, immediate evacuation was necessary even though it was night and airfield lighting was not available. Flare pots were used to mark the runway and after three attempts, a successful landing was made and the patients were evacuated to a proper medical facility. The professional competence, aerial skill, and devotion to duty displayed by Major Hines reflect great credit upon himself and the United States Air Force.
