Department of the Army, General Orders No. 1 (March 31, 1996)

The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private First Class Noel Frederick Mehlo, Jr., United States Army, for heroism at the risk of life not involving conflict with an armed enemy on 13 September 1994, while rescuing a civilian involved in a single-car accident and saving the victim’s life. As he fended off heavy smoke and flames, Private First Class Mehlo pulled the victim out of the burning vehicle, which exploded seconds later. Had it not been for the fast actions of Private First Class Mehlo and the total disregard for his own safety, the accident victim would have remained in the vehicle when it exploded. Private First Class Mehlo’s actions reflect great credit on him and the United States Army.
