The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Distinguished Flying Cross with Combat “V” to First Lieutenant Thomas J. Lyon (AFSN: 0-3210789), United States Air Force, for heroism while participating in aerial flight as an A-1 Pilot in Southeast Asia on 2 January 1971. On that date he led a flight of two Skyraiders from a routine strike mission to the scene of a downed American aircrew deep in hostile territory. Disregarding his personal safety, he plunged his aircraft through an overcast and struck the encircling hostile gun positions and troops. By exposing himself to their fire he was able to drive the hostiles back and prevent the capture of the downed pilots. The time thus gained led to the eventual recover of this air crew. The outstanding heroism and selfless devotion to duty displayed by Lieutenant Lyon reflect great credit upon himself and the United States Air Force.
