The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Lieutenant Colonel Lowell Elwin Shearer (AFSN: FR-27038), United States Air Force, for extraordinary achievement while participating in aerial flight as an F-4C Aircraft Commander in Southeast Asia on 31 January 1970. On that date, Colonel Shearer was flying a combat support mission against known unfriendly ground forces. Making multiple attacks in the face of intense hostile ground fire, Colonel Shearer destroyed the hostile position, seriously crippling the supply capability of the unfriendly forces. The professional competence, aerial skill, and devotion to duty displayed by Lieutenant Colonel Shearer reflect great credit upon himself and the United States Air Force.
