The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Corps of Engineers) William N. Thomas, Jr., United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in Korea from 12 August 1950 to 1 October 1951. (This award supersedes the award of the Legion of Merit (First Oak Leaf Cluster) to Colonel Thomas, for service from 13 September to 2 November 1950, published in General Orders 175, General Headquarters, Far East command, 4 July 1951.)
