The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Infantry) Noble J. Wiley, Jr., United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from September 1950 to September 1951. (This award supersedes the award of the Legion of Merit (Second Oak Leaf Cluster) co Colonel Wiley, for service from 12 September to 2 November 1950, published in General Orders 12, General Headquarters, Far East command, 20 January 1951.)
