The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Thomas George McCulloch, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from January to December 1942. (Par. 3, sec. VII, DA General Orders 18, 1949, pertaining to the award of the Commendation Ribbon (First Oak Leaf Cluster) to Colonel McCulloch for service during the same period, is rescinded.)
