The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private First Class [then Private] Royce H. Claflin, United States Army, for heroism at the risk of life not involving conflict with an armed enemy off Vieques Island, Puerto Rico, on 5 March 1950. While on a swimming party, he saw one of his comrades struggling in treacherous waters. Although tired from a long swim in the dangerous current, he swam to the exhausted man and, by great physical effort, towed him to shore. Private Claflin’s brave act and complete disregard for personal safety reflect great credit upon himself and the military service.
