The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Air Corps) Pearl H. Robey, United States Army Air Forces, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 7 December 1941 to May 1943. His superior leadership and outstanding attainments sustained the development and final feasibility of the turbo-supercharger, an aggregate accomplishment which served as a distinctly individual and substantial contribution to the successful conclusion of the war. The singularly distinctive accomplishments of Colonel Robey and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army Air Forces.
