The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Captain (Medical Corps) Robert B. Mearns (ASN: 0-462961), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as an Infantry Battalion Surgeon in New Georgia, Solomon Islands, from 18 July to 6 August 1943. Captain Mearns’ prompt and skillful medical attention, frequently under heavy enemy fire, was invaluable in sustaining the morale and fighting spirit of the troops. In one instance, he went through sniper-infested jungle and treated seventy men from another regiment who had been cut off from evacuation and medical aid. When his own battalion was subjected to intense artillery and mortar shelling in the battle at Horseshoe Hill, he immediately went forward and gave prompt treatment to the wounded. His tactically sound selection of the safest routes for the evacuation of patients instilled in his aid men implicit confidence in his judgment, thereby enhancing the efficiency of the entire medical section. Although he became ill, Captain Mearns refused evacuation and by his courage and devotion to the welfare of the troops contributed immeasurably to the success of the campaign. The singularly distinctive accomplishments of Captain Mearns and his dedicated contributions in the service of his country reflect the highest credit upon himself and were in keeping with the highest traditions of the United States Army.
