The President of the United States of America takes pleasure in presenting the Navy Cross to Chief Electrician Lawrence J. Kelly, United States Navy, for exceptionally meritorious and distinguished service on board the U.S.S. JACOB JONES, which was struck by a torpedo from an enemy submarine on the afternoon of 6 December 1917. By remaining on board until the last moment, in order to cut adrift splinter masts and life preservers, Chief Electrician Kelly greatly endangered his life.
