William Rogers graduated from the U.S. Military Academy at West Point, Class of 1934. He served as Commanding Officer of a U.S. Army Combat Engineer Group during World War II, and transferred to the Air Force when it became a new branch of service in 1947. He retired in 1965 as a U.S. Air Force Major General.

Colonel Rogers directed the efforts of his engineer group at the Roer River crossing operations. The gallant actions and dedicated devotion to duty demonstrated by Colonel Rogers, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.

General Rogers designed streamlined administrative procedures for Air Force Ballistic Missile programs by revising the controls exercised by Headquarters U.S. Air Force over the field agencies to better manage the Research and Development program; and bringing the management of all research and development resources under the Research and Development Agencies.
