The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Infantry) James C. Bayliss (ASN: 0-407385), United States Army, for gallantry in action as a member of Company E, 2d Battalion, 27th Infantry Regiment, 25th Infantry Division, in action against an armed enemy in Korea. In the vicinity of Ipsok, Korea, on 27 November 1950, Captain Bayliss’ company was defending high ground against a numerically superior hostile force. Despite exposure to heavy artillery and mortar fire, he repeatedly traversed the reverse slope to maintain effective liaison with the rear command post. He assisted the company commander in redeploying troops to meet each new hostile threat and moved throughout the position assisting in its defense until he was severely wounded. Captain Bayliss’ courageous leadership and selfless devotion to duty are in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
