Leland Hewitt graduated from the U.S. Military Academy at West Point, Class of June 1918. He retired in 1954 as a U.S. Army Colonel. President Eisenhower named him the United States Commissioner, International Boundary and Water Commission, United States and Mexico. Among other things this commission was responsible for the utilization of the waters of the Colorado, Tijuana, and Rio Grande Rivers. As Commissioner he played a major part in the supervision of the international Anzalduas Dam, the Amistad Dam project, new flood controls for the Bio Grande, and the improved generation of power at the international Falcon Dam.

    (Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Colonel (Corps of Engineers) Leland Hazelton Hewitt, United States Army, for gallantry in action as Chief Engineer of the FIFTH Air Force and Far East Air Forces, in the Southwest Pacific Theater of Operations, during World War II. The gallant actions and dedicated devotion to duty demonstrated by Colonel Hewitt, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
