The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Major (Transportation Corps), [then Captain] Hugo E. Rogers, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from March 1943 to May 1944. The singularly distinctive accomplishments of Major Rogers and his dedicated contributions in the service of his country reflect the highest credit upon himself and were in keeping with the highest traditions of the United States Army. (This award supersedes the award of the Army Commendation Ribbon to Major Rogers as approved by the Commanding General, New York Port of Embarkation. So much of par. 1, sec. XI, General Orders 16, Department of the Army, 1947, pertaining to the award of the Army Commendation Ribbon to Major Rogers for service during the same period is rescinded.)
