    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Technician Fifth Grade [then Private First Class] Michael J. Halpin, United States Army, for heroism at the risk of life not involving conflict with an armed enemy on 8 May 1945. Without regard for his own safety, Technician Fifth Grade Halpin volunteered at Munich, Germany, to rescue civilians from a dangerous zone where exploding ammunition had caused nearby tank cars to burst and pour blazing gasoline over the yards. He made repeated trips into the flaming area to rescue the dazed and wounded people. Technician Fifth Grade Halpin’s action reflects great credit on himself and the military service.
