The President of the United States of America takes pleasure in presenting the Navy Cross to Commander James C. Hilton, United States Navy, for exceptionally meritorious service in a duty of great responsibility in connection with the expansion and administration of the Bureau of Supplies and Accounts to meet the demands of war and in maintaining the liaison with outside organizations associated with the Bureau in the work of supplying the Navy.
