(Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Colonel (Infantry) Richard Louis Gruenther (ASN: 0-28711), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Director, Office of Military Instruction, United States Military Academy at West Point, New York, from 1969 to 1973. The singularly distinctive accomplishments of Colonel Gruenther and his dedicated contributions in the service of his country reflect the highest credit upon himself and were in keeping with the highest traditions of the United States Army.
