The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Airman’s Medal to Master Sergeant Richard David Urban, Jr., United States Air Force, for heroism involving voluntary risk of life while boating on the Missouri River, six miles south of Bellevue, Nebraska, on 12 July 1991. On that date, a passenger on the houseboat with Sergeant Urban fell overboard from the top deck. The passenger surfaced, then went under, surfaced again, and went under a second time and stayed submerged in the muddy river. Realizing this, Sergeant Urban, without regard for his own life, quickly dove into the water from theirthe top deck of the boat. He reached for and found the drowning passenger, who at this time was extremely panicky, kicking and swinging his arms. With much effort and determination, Sergeant Urban forced the drowning passenger through a floatation device, thereby allowing the drowning passenger to be pulled into the boat and out of the water. By his courageous action and humanitarian regard for his fellowman, Sergeant Urban reflected great credit upon himself and the United States Air Force.
