The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Distinguished Flying Cross with Combat “V” to Captain Donald H. Duggan (AFSN: 0-3056239), United States Air Force, for heroism while participating in aerial flight near Quang Ngai, Republic of Vietnam, on 31 August 1968. On that date, Captain Duggan was Lead Navigator of a formation of unarmed UC-123 aircraft which flew a low level defoliation mission against hostile ground forces. Despite intense automatic weapons fire which raked his aircraft, Captain Duggan courageously directed his formation through a hazardous series of mountain canyons in order to successfully complete his mission. His determined efforts enabled the flight to place the defoliant precisely on the briefed target, thereby depriving valuable resources to hostile forces. The outstanding heroism and selfless devotion to duty displayed by Captain Duggan reflect great credit upon himself and the United States Air Force.
