The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Major Samuel Arthur Melvin (AFSN: 0-45984), United States Air Force, for gallantry in action in connection with military operations involving conflict with an armed hostile force in Southeast Asia on 17 October 1968. On that date, Major Melvin flew his unarmed RF-101 aircraft on a low level reconnaissance mission in marginal weather conditions and against intense, accurate anti-aircraft fire to obtain valuable photographic imagery. As a result of Major Melvin’s efforts vital, timely intelligence of hostile defenses and marshalling areas was acquired, and air strikes were launched against these targets. By his gallantry and devotion to duty, Major Melvin has reflected great credit upon himself and the United States Air Force.
