The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Lieutenant Colonel Richard Paul Schumann (AFSN: 0-24402), United States Air Force, for extraordinary achievement while participating in aerial flight as a Forward Air Controller near Tien Phuoc, Republic of Vietnam on 18 May 1968. On that date, Colonel Schumann made several passes at the aggressor force in his unarmed aircraft drawing intense ground fire while in support of a besieged friendly unit. He subsequently directed airpower on the aggressor positions in extreme close proximity of friendly units causing complete destruction to the aggressor positions and equipment as well as spoiling his advantage. The professional competence, aerial skill, and devotion to duty displayed by Colonel Schumann reflect great credit upon himself and the United States Air Force.
