The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel Richard Paul Schumann (AFSN: 0-24402), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during the period October 1967 to October 1968 while serving consecutively as Commander of the Theater Indoctrination School and Air Liaison Officer to the Commanding General of the Americal Division in the Republic of Vietnam. In his initial capacity as Commander of the Theater Indoctrination School, Colonel Schumann applied his sound judgment and extensive technical knowledge to design and implement a comprehensive training program which effectively prepared newly arrived air liaison officers and forward air controllers for the problems encountered in the theater. He developed new procedures and techniques which greatly reduced the personal risks for forward air controllers while simultaneously maintaining the highest level of fire support. As Air Liaison Officer to the Commanding General of the Americal Division, Colonel Schumann provided invaluable advice and guidance concerning the employment of air support resources. Constantly striving to improve the effectiveness of forward air controllers within the command, he instituted numerous procedural changes which significantly enhanced their operational capabilities. Through his technical proficiency, relentless determination and total dedication to mission accomplishment, he contributed immeasurably to the Free World struggle against communist aggression in the Republic of Vietnam. Lieutenant Colonel Schumann’s professional competence and outstanding achievements are in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the Armed Forces of the United States.
