The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Lieutenant Colonel Richard Paul Schumann (AFSN: 0-24402), United States Air Force, for gallantry in action in connection with military operations involving conflict with an armed hostile force as a Forward Air Controller, 20th Tactical Air Support Squadron, directing fighter aircraft in Southeast Asia on 12 May 1968. On that date, Colonel Schumann was exposed to a barrage of heavy hostile ground fire while marking targets for fighter aircraft. His superior skill and knowledge of air power made it possible to deliver ordnance extremely close to friendly units. The airpower directed by Colonel Schumann provided the necessary suppression and cover for the friendly units to evacuate the area, thus saving hundreds of lives. By his gallantry and devotion to duty, Colonel Schumann has reflected great credit upon himself and the United States Air Force.
