The President of the United States of America takes pleasure in presenting the Navy Cross to Captain Lloyd Horwitz Chandler, United States Navy, for exceptionally meritorious service in a duty of great responsibility as Commanding Officer U.S.S. NEW HAMPSHIRE and as Chief of Staff to the Commander of Battleship Force 1, Atlantic Fleet, during World War I.
