The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Joel William Bunkley, United States Navy, for distinguished service in the line of his profession and for valor under fire in connection with the erection and administration of the 14-inch naval railway battery in France, both in the preliminary stages of preparation at the rear and later in the actual operations of the guns at the front in action with the enemy.

    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit (Army Award) to Rear Admiral Joel William Bunkley, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from July 1942 to January 1946 as Supervisor of New York Harbor. Admiral Bunkley was charged under the laws with the duties of preventing any obstructive or injurious deposits in the waters of New York Harbor, its adjacent or tributary waters and the waters of Long Island Sound, and in preventing the interference with the save navigation of the channels of the harbor by deep draft vessels. By the application of exceptional initiative, energy and resourcefulness, Admiral Bunkley under great difficulty rendered an outstanding service to the nation in time of war in the performance of these duties in preventing obstructive and injurious deposits in the waters of New York Harbor, and in preventing interference with the navigation of its channels by deep draft vessels. The outstanding success of this officer contributed substantially to the war effort.
