The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Field Artillery) Robert F. Andre (ASN: 0-1822512), United States Army, for gallantry in action while serving with the 808th Tank Destroyer Battalion, 65th Infantry Division, in action against the enemy in Passau, Germany, on 3 May 1945. When a task force of infantry, tank, and tank destroyer elements encountered strong resistance as it entered Passau, Lieutenant Andre, a Reconnaissance Company Platoon Leader, when into immediate action to eliminate the enemy force. Under heavy sniper fire he reconnoitered a vital bridge and found it destroyed. He then set up strategic sniper positions in a hotel to protect Tank and Tank Destroyer elements and occupied the upper story of another building as an OP. Working alternately between the OP and the hotel, he acted as observer for the Destroyers and personally killed an estimated eight to ten Germans with his carbine. Alertly spotting an enemy tank waiting in ambush, he directed his Tank Destroyers during a three-hour battle. Despite enemy shells blasting his position, he grimly remained at his post until the hostile tank was knocked out. His aggressive leadership and striking courage under fire reflect the greatest credit upon Lieutenant Andre and the military service.
