The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Lieutenant Colonel (General Staff Corps) Lincoln W. Stoddard (ASN: 0-272576), United States Army, for gallantry in action while serving with Headquarters, 23d Infantry Division (Americal), in action against the enemy at Cebu, Philippine Islands, from 2 April 1945 to 12 April 1945. Lieutenant Colonel Stoddard frequently visited front line soldiers to ascertain casualties and determine combat efficiency of attacking units. On several occasions although under mortar and small arms fire he remained in exposed positions encouraging new replacements who had just come into the line. His disregard for his own safety was an inspiration to these inexperienced soldiers. The gallant actions and dedicated devotion to duty demonstrated by Lieutenant Colonel Stoddard, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
