The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Corps of Engineers) Julian R. Lowe (ASN: 0-1113812), United States Army, for gallantry in action as a member of the *** Engineer Combat Battalion, XII Corps, in action against an armed enemy on 6 February 1945, in Luxembourg. While attempting to build a foot bridge across the Sauer River, Lieutenant Lowe was fearlessly striding among men of his platoon, bolstering their morale, and directing them at their task. He directed the evacuation of infantrymen wounded by violent mortar fire. Another large unit of infantry were pinned down by mortar shells and Lieutenant Lowe calmly directed them to cover and safety. He continued at his difficult task of building a foot bridge until approaching dawn made it necessary to cease operations. His gallantry exemplified the highest traditions of the military service and reflected great credit upon himself and the United States Army.
