The President of the United States of America takes pleasure in presenting the Navy Cross to Captain Richard Livingston (MCSN: 0-564), United States Marine Corps, for extraordinary heroism, coolness, and excellent judgment in the performance of duty as Commanding Officer of an expedition out of Matagalpa, Nicaragua, in an engagement near Quilali on 30 December 1927. Although severely wounded in the early stages of the fighting Captain Livingston directed his command with great courage, coolness and skill until his injuries finally forced his retirement.
