The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Staff Sergeant Charles Harkins, United States Army, for gallantry in action while serving in the vicinity of Goya, Dutch New Guinea, on 28 – 30 April 1944. Sergeant Harkins was a member of an Infantry reconnaissance patrol operating deep in enemy-occupied territory. Under difficult terrain conditions, including movement through swamps and heavy jungle, he maintained close contact with large enemy groups without involving his patrol in combat against superior numbers. He was instrumental in the capture of an enemy naval officer and in contacting a group of white persons who had been held captive by the Japanese. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
