    (Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Second Lieutenant (Field Artillery) Allen H. Conser, United States Army, for gallantry in action in action while serving as a liaison pilot, in action against the enemy the Philippine Islands, on 5 May 1945. Second Lieutenant Conser flew dangerously low in the face of ground fire to locate and silence with shelling, some enemy artillery pieces which were seriously holding up the Infantry. The gallant actions and dedicated devotion to duty demonstrated by Second Lieutenant Conser, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
