Under the provisions of Department of Defense 1348.33-M, the Secretary of Defense of the United States of America takes pleasure in awarding the Defense Superior Service Medal to Colonel Ricky W. Foster, United States Air Force, for exceptionally superior service as Deputy Director and Director for Military Pay, Defense Finance and Accounting Service, Indianapolis, Indiana, from July 1993 to July 1997. During this period, no one has served this nation with greater loyalty and professionalism then Colonel Foster. This exemplary performance and total selfless dedication to duty are in keeping with the highest traditions of military service. Through his distinguished accomplishments, Colonel Foster culminated a distinguished career in the service of his country and reflects great credit upon himself, the United States Air Force, and the Department of Defense.
