    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fourth Class Roy G. Wooley, United States Army, for heroism not involving actual conflict with an armed enemy on 20 January 1970 while serving as a Cannoneer with the Howitzer Battery, 2d Squadron, 11th Armored Cavalry Regiment, in the Republic of Vietnam. On this date after firing upon an estimated two battalions of enemy soldiers, Specialist Wooley was assigned to transport the excess charges from the day’s fire missions and destroy them. Upon reaching the unloading point he began dumping the powder from the cargo carrier when a spark from a fire within the base ignited the bags. As the flames began to engulf the vehicle Specialist Wooley realized that it would be destroyed if he did not attempt to move it. As he mounted the cab of the carrier the flames had spread to the remainder of the charges on the rear deck making salvage impossible. He jumped from the burning vehicle; sustaining second degree burns over forty percent of his body. Specialist Four Wooley’s actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
