    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Sergeant Ronald C. Winfrey, United States Army, for heroism not involving actual conflict with an armed enemy on 16 August 1970 while serving as a resupply sergeant with Troop G, 2d Squadron, 11th Armored Cavalry Regiment, in the Republic of Vietnam, On this date, while Sergeant Winfrey was working in the motor pool, an ammunition holding area adjacent to the motor pool caught fire, Burning debris and munitions fragments filled the air, igniting a pallet of machinegun ammunition as well as some C-4 explosive, which started a fire on the deck of his vehicle. Sergeant Winfrey immediately secured firefighting equipment and, with complete disregard for his personal safety, rushed to the area and extinguished the dangerous and destructive fire, thus minimizing the supply losses and injuries, Sergeant Winfrey’s actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
