The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fifth Class Frank E. Richardson (ASN: RA-16669027), United States Army, for heroism at the risk of life not involving conflict with an armed enemy in the Republic of Vietnam. Specialist Fifth Class Richardson distinguished himself by valorous actions on 3 November 1966, while serving with Headquarters and Headquarters Troop, 11th Armored Cavalry Regiment. On this date, while assisting in the refueling of a UH-1D helicopter, Specialist Richardson alertly observed the engine on the refueling pump erupt into flames. Immediately capping the nozzle of the fuel hose which was also ablaze, Specialist Richardson fearlessly sprinted to the burning refueling pump and attempted to extinguish the flames. Completely disregarding the fact that the fire was ten meters from a 5,000 gallon pod highly flammable JP-4 fuel, Specialist Richardson remained at his post until the flames had been completely extinguished. Specialist Richardson’s determination and extreme courage were directly responsible for saving much valuable government equipment as well as averting the possible loss of life. Specialist Fifth Class Richardson’s heroic actions are in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
