The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fifth Class Victor C. Bell, United States Army, for heroism not involving conflict with an armed enemy on 1 December 1969 while serving with Headquarters and Headquarters Troop, 11th Armored Cavalry Regiment, in the Republic of Vietnam. On this date, Specialist bell was driving a water truck at his base camp when he observed approximately three hundred burning mortar rounds of ammunition. Despite the threat of explosion, Specialist Bell reacted instantly by using the water from his truck to extinguish the blaze. His quick and decisive action prevented possible explosions which would have destroyed at least five helicopters at a nearby helicopter pad and caused extensive additional damage. Specialist Five Bell’s actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
