The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to First Lieutenant (Armor) Stephen Moushegian, United States Army, for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty on 9 August 1969 while serving as a helicopter pilot with the Aero Scout Platoon of the Air Cavalry Troop, 11th Armored Cavalry Regiment, in the Republic of Vietnam. On this date he volunteered to make a bomb damage assessment in an area west of An Loc. Upon reaching the area, Lieutenant Moushegian spotted several enemy soldiers, three of whom he killed with accurate mini-gun, machine gun and grenade fie. Later when he observed approximately thirty more enemy troops in the area, he called for a squad of the troop Aero Rifle Platoon to be inserted in the area. While helicopters unloaded the ground troops in a small landing zone, he placed accurate suppressive fire on the hostile positions nearby. As a result of his skillful direction, the friendly element captured six enemy troops, including an officer. Later he placed effective covering fire on approximately twenty hostile troops nearby while the friendly element was safely extracted. First Lieutenant Moushegian’s courage and determination were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
