The President of the United States of America, authorized by Executive Order 11046, 24 August 1962, takes pleasure in presenting the Bronze Star Medal with Combat “V” to First Lieutenant (Infantry) Howard L. Hibbard, United States Army, for heroism in connection with military operations against a hostile force. First Lieutenant Hibbard distinguished himself by heroic actions on 5 September 1969, while serving as a Platoon Leader with Company C, 2d Battalion, 27th Infantry Regiment, 25th Infantry Division, in the Republic of Vietnam. While on a sweep mission, elements of Company C came in contact with a large enemy force. Immediately, Lieutenant Hibbard deployed his men into strategic positions and began to direct their fields of fire. With complete disregard for his own safety, Lieutenant Hibbard continued to point out targets of opportunity until the battle subsided. His valorous actions contributed immeasurably to the defeat of the enemy force. Lieutenant Hibbard’s bravery, aggressiveness, and devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, the 25th Infantry Division, and the United States Army.
