    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Specialist Fourth Class James Owen Phillips, United States Army, for gallantry in action while engaged in military operations against an armed hostile force in the Republic of Vietnam. Specialist Fourth Class Phillips distinguished himself while serving as a Team Leader with Company B, 1st Battalion, 12th Infantry Regiment, 4th Infantry Division. On 31 May 1969, Specialist Phillips’ unit was conducting a search and destroy operation northwest of Preng Het when they were engaged by an unknown size enemy force. In the fierce battle which ensued, the squad leader in Specialist Phillips’ squad was mortally wounded. Taking charge of the squad, Specialist Phillips rallied his comrades and led them in an assault against a well-fortified enemy bunker complex, forcing the enemy to abandon their position and flee. Specialist Fourth Class Phillips’ courageous actions, outstanding leadership and exemplary devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
